Summary:
A public library proposal that opens reading rooms toward Lake Victoria and uses a shaded civic veranda as its main public threshold.

Chapters:
1. VERANDA - A long public veranda becomes the social heart of the library, welcoming readers before they enter the cooled interior.
2. READING - Reading rooms are arranged by sound level, from active children spaces to quiet research rooms facing the lake.
3. ROOF - The roof collects rainwater, shades the facade, and creates a recognizable civic silhouette on the lakefront.
